feat(promotions): add CRUD endpoints for promotion by id
...
- GET /promotions/{idPromo} returns promotion or 404
- PUT /promotions/{idPromo} updates year or 404
- DELETE /promotions/{idPromo} deletes promotion or 404
- Only employees allowed, otherwise 403
