refactor(notes): replace AuthenticatedState with withRules, simplify handlers
refactor: add withRules wrapper to API routes Use withRules to enforce permissions instead of manual checks. Remove FORBIDDEN constant, simplify handlers, import withRules, adjust GET/POST/PUT/DELETE handlers.
